NO PARKING POLICY

The District Commission adopts the following policy effective December 16, 2021:

Parking Rules and Regulations

1.The parking rules of Campton and Thornton will apply to the town roads of each within the Waterville Estates Village District (herein after District).

  1. There shall be no parking on roads maintained by the District from November 15 to April 30 annually.
  2. There shall be no parking at the Community Center or the Ski Lodge from November 15 to April 30 for the hours between midnight and 6 AM. At the Ski Lodge, when no snow removal operations are expected overnight and when circumstances necessitate, a vehicle may be left overnight without penalty provided the vehicle displays an approval card from the bartender.
  3. Parking of registered road-worthy motor vehicles, but not including trailers, dumpsters, construction vehicles, etc., is allowed year-round at the parking lot across the street from the Community Center by the small pond, commonly called the overflow lot. Parking there is limited to no more than 4 consecutive nights.
  4. No dumpsters or other items may be placed closer to the maintained surface than 10 feet.
  5. Penalty: The penalty for violation will be a fine of $25 and/or towing at the owner’s expense.

Background:

The Waterville Estates Association Rules and Regulations (9/27/2008) state:

“Parking overnight on the Association’s roads during the winter months is strictly prohibited; doing so will result in the local police being called and the owner of such vehicles being issued a summons and/or the vehicle being towed.”

Campton has a ‘No Parking’ ordinance with a fine and towing as penalties for that same time frame.  Thornton has no parking between 11 PM and 5 AM from November 1 to May 1.  In addition their ordinance states “Vehicles interfering with snow plowing or removal operations shall be ticketed and/or towed at the owner’s expense.”

The Waterville Estates Village District has posted a sign at the main entrance stating “No Parking on any Roadway November 15-April 30.”  It is unclear when an ordinance to make this effective was adopted.
